Tampering? No way. That stuff really happens in the NFL?
But in this case of 49ers-Briggs NegotiGate, I don't get it. I've gotten the impression from Mike Nolan and Scot McCloughan that they did not have as much interest in Bears linebacker Lance Briggs as believed. It could be that the 49ers are being used to help jack up the interest in Briggs on the free-agent market.

That said, everybody in the world knows tampering takes place. How else to explain some of the stuff that happens every year on the first day of free agency?
OK, let's see . . . free agency typically starts at 9:01 p.m. (PT) on a Thursday. Last year, Nate Clements and Michael Lewis were at the 49ers' facility just hours later after coming in from their respective offseason homes. Their first confirmed sighting in Santa Clara was 12:26 p.m. (PT) on Friday. (They probably arrived at least an hour before that.)
The 49ers were obviously very prepared and acted quickly. At midnight on the East Coast, they arranged for flights for Clements and Lewis. You figure both of those men must have caught westbound planes about six hours later to sign their contracts.
That stuff happens around the league, too.

Those Q&As with Mike Nolan and Scot McCloughan that I posted yesterday were a lot to weed through. Both of those press conferences were very long. They took place at the NFL scouting combine. I was chasing my kids around, more than 2,000 miles away. In case you didn't have time to read through them, I've pulled out some of the most notable stuff.

Here are some of the highlights of GM SCOT McCLOUGHAN's press briefing:
--Alex Smith is back throwing after undergoing shoulder surgery in December. Both Smith and Shaun Hill should be 100 percent for the minicamp, which takes place the weekend after the draft.
--McCloughan might technically have the "final say," but nothing has changed as far as the process to find players. He and Nolan will be on the same page on these decisions.
---McCloughan will rely on Mike Martz's expertise. They have already had conversations about the kind of offensive players that fit that system.
--The 49ers use 3-4 and 4-3 interchangeably, so McCloughan does not look for a certain player to fit a scheme. He's just trying to find the best players. (This is consistent with what he has said in the past.)
--McCloughan said the 49ers did not try to trade that No. 1 pick a three years ago. (That is true. They made no phone calls to shop the pick. But they also made it known through the media that they would be willing to listen to trade offers for the right to select Alex Smith.)
--The club has talked about moving Joe Staley to left tackle. "If that's what's best for us, we will do it," he said.
--McCloughan said the draft class of offensive tackles is the best he's seen in a long time. He said six, possibly eight, tackles will be selected in the first round. (Certainly, the 49ers are in the mix to take one of them. But if the tackle spot is that deep, they might also be able to get a good one at No. 39.)

Here are some of the highlights of COACH MIKE NOLAN's press briefing:
--He agreed that If it comes down to it, yes, McCloughan now has the final say on personnel matters.
--Nolan believes Smith and Hill will pick up Martz's offense quickly because they're both intelligent guys.
--Linebacker Manny Lawson, who tore his ACL during a Week 3 practice, started running recently and looks like he'll be ready to get back on the field for the minicamp.
--Nolan said about the offensive line: "We've got a good line. We didn't perform up to our level last year. Overall, offensively, we didn't, either. But I would expect our offensive line to perform well, and we will continue to always try and build our offensive line. Outside of quarterback, that's our most important position on offense, at least in our eyes it is." (There's a hint why the 49ers recently hired Chris Foerster to coach the offensive line, along with George Warhop. He thought the line under-performed.)
--Nolan compared that offensive-line coaching situation with the situation in the secondary. The 49ers have Johnnie Lynn and Vance Joseph both listed as secondary coaches. (The difference is Lynn is very experienced and has been a coordinator in the NFL, while Joseph is young. With the offensive line coaches, both are experienced coaches.)
--Nolan stated no preference between running a 3-4 and 4-3. "We're about the best players . . . When teams look at us and break us down, they'll see, I don't know if it's a straight 50-50 but it's pretty close to a 60-40 split of 4-3, 3-4 in what we do." (Again, this is consistent with what Nolan has always said. He believes his 3-4 scheme easily transitions into a 4-3. While he says that the typical 4-3 scheme does not transition back to a 3-4 as easily. While I do not have any stats to back up my claim, I think the 49ers played 3-4 at least 75-percent of the time last season when they were in base packages.)

Jerry McDonald of the Oakland Trib reports the following on his Raiders blog: "The Raiders made a run at 49ers director of pro personnel Tom Gamble for the second straight year, but Gamble opted to remain at San Francisco. Gamble had two meetings with Al Davis to join the Raiders personnel department."

Comment: Mind of McCloughlan, well said, excellent talent but I would not overspend for his services. He apparently was quoted as being willing to provide a 'Hometown Discount'? Price is the bottom line, we need DL and OL help also. Having spent several hours on the Combine, I'm willing to spend a 1 pick for OL again and perhaps 2 would dictate DL? Briggs could defer a Draft pick on LB until Day 2 if the price is right.

Comment: I said this about three months ago, and I think it bears repeating: Briggs has played his entire career as a weakside LB in the Tampa 2. The Bears have pretty consistently NOT used him as a pass rusher because that isn't the way they choose to play defense. It has little to do with what their personnel is capable of. The Bears could have Lawrence Taylor and Derrick Thomas in their primes and they would be told to "stay in your gaps and drop into coverage." Then everyone would say, "Those two aren't pass rushers" when they were up for free agency. I'm not saying Briggs would fix the pass rush, but I don't think it's as cut-and-dried as people think when they look at his career sack numbers and conclude that he isn't a pass rusher. Granted, you don't sign him hoping he'll be a pass rusher, and you don't sign him to be another 3-4 ILB. You sign him because he can be an OLB in your 4-3, an ILB in your 3-4, a demon in your nickel package (freeing up Lawson and/or Willis to blitz on 3rd down), and you give him a few chances to blitz just in case he can actually do that well too.

Response: Hey, it's just a theory that maybe an agent is behind these developments. The 49ers have a lot of cap room. Other teams know the 49ers have a lot of money. If everyone believes the 49ers are going to go after Briggs, that could force other teams to come in early and strong with their own contract offers. It could be a ploy to convince other teams that the 49ers will get him. . . . It's definitely a tactic that has been used successfully in the past. --Matt M.

Comment: Toon was a great player, but he had head problems that made him retire early...no Rice though, but still a very far from a bust. I don't see Baas at center. I would like to see us draft a center in the later rounds. They are typically undervalued, so we can get great value. Heitmann was very slow to recover from injury. If we draft a C that could start, Heitmann could go back to guard and we would have more depth with Heitmann, Baas and Wragge at OG. Staley, Snyder, Duckett (hope he produces), maybe Jennings at OT. Add a FA for competition or a young draftee who projects to start in 1 to 2 yrs and we have a pretty solid unit.

Comment: Briggs is a terrific player...but, I'm hoping McCloughan spends some of the cap on Berrian, instead. That would give Martz his downfield receiver, plus it'd allow McNolan to take OL & DL with their first two picks. Martz could still get a very good slot receiver in the 3rd round.

Comment: Razoreater, He's a keeper for me as well. Wondering if a guy like Merling or Groves would get graded for Day 1 by Scot also. Several guys would certainly project as starters right away, so I'm hoping for Albert,Calais Campbell,Rivers (USC), DRC, and a host of others to be hanging around late in Rd 1. The big question is whether Scot grades these guys as highly as we do. After all, he gets paid to get it right,(LOL), I just love trying to figure it out before it happens. I think we'll have some very good options to nail 2 excellent players being 10 picks apart, I'm not one of those that is upset about the 7 pick, I'd probably like it more to use for extra picks anyway, we need lots of help no matter how you look at it, so why spend 7 money?

Comment: That's what makes the Draft so hard to nail. Guys like Al Toon got Drafted ahead of Jerry Rice etc. Evaluation and system fits are so important. It almost looks like the trend is to take a shot in the mid rounds and develop rather then overspend on 1st rounders that miss more then they succeed. Ask Matt Millen if he'd spend another top 5 pick on a WR? Give me the Big Nasty Linemen or DE/OLBs before WRs and RBs.

Comment: Rich, DE, I agree completely on Lavelle and add Andre Caldwell to the list. I can't see burning a Day 1 pick on WR. We've demonstrated no proficiency in obtaining a No.1 WR, and Martz typically covets those 6' 185Lb burner types with good hands. Is Jason Hill that guy? I never saw his college play, but his bio suggests that he's that type of guy? We need OL and OLB help, but I'd say the class is deep for OLB, so unless we covet a specific guy, we may wait for Day 2 on that position also. We've got 1 pick in each Rd right now, so 29 & 39 are the most demanding and WR for me just doesn't factor that much? We'll see where the FA moves go and that should help determine Scots' intentions for Draft preference. At this moment, OL is pretty shaky with Big LA and Smiley in limbo. Need those interior maulers to counter Seattle and Arizona in this Division. I see Baas sliding to C and 2 younger Guards joining the ranks. Someone like Mike McGlynn is also a college ROT that plays all along the OL including LS duties. Very versatile guy, and no, I'm not his agent or related, just think he's a great option for us. I think we'd all agree, our OL was the glaring deficiency last year, and needs big time help right now. Pass protect and suddenly the WRs look like world beaters perhaps.

Comment: Hi Matt, I see you have responded to Bob saying Justin Smith is a DE in the 3-4, but when you look at it, he is much better suited as a OLB in the 3-4. First of all, he's too undersized to be a DE in a 3-4. He's listed as 6'4" 275 lbs, which is at least 15 pounds too light to play DE. Most DEs in the 3-4 are former DTs in the 4-3 (Bryant Young); Most OLBs in the 3-4 are former DEs in the 4-3 (Manny Lawson). Secondly, Justin Smith ran a 4.55 40 yard dash at his pro day prior to the draft. He's an undersized DE in the 3-4, but with his skill set and athleticism, he should transition extremely well into an OLB in the 3-4.
If the 49ers are considering him as their big FA pickup, I would assume it would be to take over for the extremely underperforming Tully Banta-Cain.
Response: Rick, have you seen Smith play a lot? (I'm not being a wiseacre; I'm asking a sincere question.) The reason I ask is because he sure looks bigger than 275 pounds to me. Do you agree? I'm not sure how old that weight listing is. That said, I just read an article on Bengals.com in which Smith said he thought he could play OLB in a 3-4. If that's the 49ers' intention, then they shouldn't go after him. Why pay the guy a whole lot of money to do something he hasn't done in his entire career? I happened to have the Bengals game against the Rams from last season. I watched it after your response. He lined up as an OLB once the entire game. Every other snap (he played every snap in the game), he lined up at RDE in a four-point stance. In third-down situations the Bengals used a 3-man front and Smith was still at RDE. --Matt M.

Comment: Matt, I just don't think that your reporters instincts are serving you well on the Briggs situation. You seem to be the only person who doesn't think there's much going on with a signing, but my God, how much smoke do you need to see a fire? This talk has been going on for over a year, and now even the NFL investigative arm is in the mix. The 49ers are flat interested in Briggs, and vice-versa. Teams aren't "used" to talk up free agent value. Briggs is highly coveted, and the 49ers will sign him. Mark my words.

Comment: The 3-4 was run in the 70s. It didn't use a Ted or an Elephhant. Bum Phillips ran it, and I think Shula and Stram, and he used to shoot gaps with the linemen and use fast agile LBs. The 3-4 does not have to have a Ted, but today, that would be the normal way to run it.

Comment: Matt: To expand on Cyrus' comment, what would preclude the 49ers from signing Lance Briggs and having him take over Manny Lawson's WOLB position. This would free Lawson to move over to Banta-Cain's position (SOLB) where he can be a greater force in coverage and as a pass rusher? Banta-Cain then can move inside, next to Willis.

Comment: Matt-- I've seen you and other writers comment that it wouldn't make sense to sign Briggs when the team already has Willis. This relies on the supposition that ILB is just not that valuable to a 34. In my opinion, these statements are simply not validated. Nolan may very well have other thoughts on the type of 34 he likes to run, which wouldn't blend with what their ILB personnel has been capable of to date. Further, they may be trying to implement more of a 34/43 hybrid, in which case their purported interest in Briggs Justin Smith would make more sense.

Comment: Not comfortable with Scot's response on our D - sounds like a defensive identity crisis to me. Obviously gameplans require that you mix it up in coverages and schemes, but at the end of the day, either your base defense is a 3-4 or a 4-3. This will impact whether we take (assuming these DEs are still on the board at #29), Quentin Groves or Lawrence Jackson.

Response: Carmen Policy was fined $10,000 when he was with the Browns for comments he made about the team's potential interest in coach Mike Holmgren. The Dolphins had to give up a first-round pick in 1970 for tampering when they hired Don Shula. My guess is any penalty would be somewhere between those two extremes. --Matt M.
